This Programme shall have three sub programmes, which are; Entrepreneurship and Leadership Programme, HIV/AIDS Programme, and Drugs Abuse Programme. The following are general functions of this programme:
i) It shall have the responsible to design, prepare, and co- ordinate all training to the community and organization staffs and members concerning drugs abuse, HIV/AIDS, and leadership and entrepreneurship skills.
ii) It shall responsible with all projects and programs to the people who affected by drugs, and help them to stop from using these drugs and to educate the society so as reduce stigmatization to those people.
iii) It shall be responsible with design and implementation of projects that will help affected people be able to employ their self after being stopping to use these drugs.
iv) Prepare projects which will enable capacity building for CBO`s which their members are vulnerable, exclusion and marginalized e.g. youth use drugs or living with hiv/aids (YLWA) so that they will be able to devise appropriate poverty alleviation strategies.
v) This programme shall deals with delivering of entrepreneurships skills, business skills, and loans management to marginalized youth. In addition, it shall conduct training projects and programs to the community when the need arise.
